Performance Targets Welcome: To bring a co-ordinated approach to the delivery and improvement of public services for Leicester city residents, those providing services need to work to an agreed standard that includes working to sets of actions that can be measured against a series of targets. LEAP is committed to effective monitoring and evaluation of its work. Partners are developing a range of measurable performance indicators. The hierarchy of performance indicators can appear complicated. This is mainly because long-term objectives have to be broken down into targets and milestones so that regular monitoring can take place. Often the effects of a regeneration initiative can only be measured immediately by outputs - for example the number of local people receiving skills training - which only later can be translated into an outcome - the number of those people who secured a job as a result of that training. Targets set the minimum result required, and should be both achievable and ambitious. Robust target setting is essential to developing models of good practice. When targets look unlikely to be met, corrective action needs to be taken in order to improve performance. The system that ensures this happens is called a performance management framework (PMF), and LEAP is covered by the Leicester Partnership's PMF. Developing performance information about services provides opportunities not only for the service provider but also for the customer.
