In the delivery of the
Local Area Agreement (LAA) a number of systems have been put into place that help to gather information/data relating to those targets and baselines contained within the LAA.
Two of the systems used by the City Council to gain information/data for each of their National Indicators are the National Indicator Quarterly Returns Template and the Outcome Delivery Plan.
The National Indicator Returns Template is completed on a quarterly basis by LAA Fourth Theme Indicator Leads. The Returns Template helps put National Indicator baseline and target data into context and allows Indicator Leads to report on progress of the National Indicator against these. The Template also allows the indicator Lead to provide a narrative for that Indicator.
Templates are completed and fed into a central point (Performance Plus) where progress is measured against LAA commitments.
An Outcome Delivery Plan like the National Indicator Returns Template puts a National Indicator into context. A Plan has to be delivered for each of the indicators contained within the LAA and MAA. Unlike the Returns Template this is not a tool for reporting progress but instead a document that provides shape and form to an indicator and shows how that indicator is to be delivered.
The Outcome Delivery Plan is more comprehensive than the Returns Template but it must be stressed that these are not delivery plans.
