Sustainable Economic Partnership

In 2007 the Government announced that all Local Authorities would be required to measure their performance against an agreed set of National Indicators.  These would be provided by the Department of Communities and Local Government (DCLG).
 
The DCLG National Indicator Set contains 198 indicators from which a Local Authority can select up to 35 which are used to support Local Area Agreements (LAA’s).  Indicators can also be used to support Multi Area Agreements (MAA’s).
 
LAA’s are made up of 4 themes:
 
• Safer and Stronger Communities
• Adults and Housing
 Children and Young Peoples Services
 Economic Development and Environment
 
The Fourth Theme of LAA’s is the ‘Economic Development and Environment Theme’.  Previously the Fourth Theme of LAA’s were designed to deliver the Worklessness and Skills agenda, but with a second round of LAA’s the remit of the Fourth Theme has expanded and now includes the Environment, Housing, Transport, Culture and Sport.
 
With expansion there have been structural changes and a new partnership group has been tasked to deliver these fourth theme indicators.
 
In Leicester it had been the responsibility of the Leicester Economic Action Partnership (LEAP) to deliver the Fourth Theme of the LAA.  As work has progressed the decision was made to instigate a new structure, the ‘Sustainable Economic Partnership’.
