Local Area Agreements

On the 11/10/07 the Secretary of State for Communities and Local Government announced a new set of 198 National Indicators for English Local Authorities and local Authority Partnerships.

The National Indicator set underpins the New Performance Framework for Local Governments and meets the Government’s commitment, as set out in the local Government White PaperStrong and Prosperous Communities’, to introduce a clear set of national outcomes out of a single set of National Indicators by which to measure them.

The indicators are split across 4 themes:

• Safer and Stronger Communities
• Adults and Housing
• Children and Young Peoples Services
• Economic Development and Environment

The use of a set of identifiable National Indicators (up to 35) to support Local Area Agreements (LAA’s) will, provide flexibility and strategic direction.  Changes to Leicester’s Performance will ensure that there will be:

• More emphasis on area based service delivery
• More Freedom  in supplying decisions
• Fewer central targets and reporting systems

To provide additional flexibility to LAA’s the Department of Local Communities and Government (DCLG) have introduced a system of LAA’s that will be susceptible to change through an Annual Refresh.
